                                        廣東省(sheng)促進工業經濟平穩增長行動方案(an)

為深入貫徹習近平總書記(ji)關于(yu)振作工業(ye)(ye)經(jing)(jing)濟(ji)(ji)的重要指(zhi)示精(jing)神,落(luo)實國家發(fa)展改革委等部委《關于(yu)印發(fa)促進工業(ye)(ye)經(jing)(jing)濟(ji)(ji)平穩增長(chang)的若干(gan)政(zheng)策(ce)的通知》(發(fa)改產(chan)業(ye)(ye)〔2022〕273號),強化政(zheng)策(ce)扶持(chi),優(you)化發(fa)展環境(jing),激發(fa)市場主體活(huo)力(li),進一步鞏固(gu)工業(ye)(ye)經(jing)(jing)濟(ji)(ji)增長(chang)勢頭,確保工業(ye)(ye)經(jing)(jing)濟(ji)(ji)運行在合理區間,制(zhi)定本(ben)行動(dong)方案(an)。


一(yi)丶(zhu)實施減稅降費行(xing)動

(一(yi))加大中(zhong)小(xiao)微企業(ye)(ye)設備(bei)器(qi)具稅(shui)(shui)前扣(kou)除(chu)力度,中(zhong)小(xiao)微企業(ye)(ye)2022年(nian)度內新購置(zhi)的單位價值500萬元(yuan)以上的設備(bei)器(qi)具,折(zhe)舊年(nian)限為(wei)3年(nian)的可(ke)選擇一(yi)次(ci)性稅(shui)(shui)前扣(kou)除(chu),折(zhe)舊年(nian)限為(wei)4年(nian)、5年(nian)、10年(nian)的可(ke)減半扣(kou)除(chu);企業(ye)(ye)可(ke)按季度享(xiang)受(shou)優(you)惠,當年(nian)不足扣(kou)除(chu)形成(cheng)的虧損(sun),可(ke)按規定在以后5個(ge)納稅(shui)(shui)年(nian)度結轉扣(kou)除(chu)。以購進500萬元(yuan)以上的設備(bei)器(qi)具相關信息(xi)為(wei)依(yi)據,對納稅(shui)(shui)人開展精準推送服務(wu)。(省稅(shui)(shui)務(wu)局、深圳市稅(shui)(shui)務(wu)局,各地級以上市人民政府(fu),第(di)一(yi)個(ge)為(wei)牽(qian)頭(tou)單位,下同)

(二)做好制造業(ye)中小微企業(ye)稅費緩繳(jiao)政(zheng)策(ce)延期的(de)落實(shi)督導,將2021年四季度實(shi)施的(de)制造業(ye)中小微企業(ye)延緩繳(jiao)納(na)部分稅費政(zheng)策(ce),延續實(shi)施6個月;支(zhi)持我省(sheng)汽(qi)(qi)車生產(chan)企業(ye)爭取(qu)國家新(xin)能(neng)源(yuan)汽(qi)(qi)車購(gou)置補貼,繼續實(shi)施充電設施獎(jiang)補、車船(chuan)稅減(jian)免優(you)惠政(zheng)策(ce)。(省(sheng)稅務局(ju)(ju),省(sheng)發展改革委(wei)、省(sheng)財政(zheng)廳、省(sheng)能(neng)源(yuan)局(ju)(ju),深圳市(shi)稅務局(ju)(ju),各(ge)地級以(yi)上市(shi)人民政(zheng)府)

(三)2022年擴(kuo)大“六稅(shui)(shui)(shui)兩(liang)(liang)費”適用范圍,按照50%稅(shui)(shui)(shui)額(e)幅度減征資源稅(shui)(shui)(shui)、城(cheng)市(shi)維護建設稅(shui)(shui)(shui)、房(fang)產稅(shui)(shui)(shui)、城(cheng)鎮(zhen)土地(di)使用稅(shui)(shui)(shui)、印(yin)花稅(shui)(shui)(shui)(不含證(zheng)券交(jiao)易印(yin)花稅(shui)(shui)(shui))、耕地(di)占(zhan)用稅(shui)(shui)(shui)和(he)教育(yu)費附(fu)加、地(di)方教育(yu)附(fu)加等“六稅(shui)(shui)(shui)兩(liang)(liang)費”的(de)(de)適用主體,由增值稅(shui)(shui)(shui)小(xiao)規模納稅(shui)(shui)(shui)人(ren)擴(kuo)展至小(xiao)型微利(li)企(qi)業和(he)個(ge)體工(gong)商(shang)戶(hu),通過(guo)納稅(shui)(shui)(shui)人(ren)申(shen)報數據,對(dui)符(fu)合條件的(de)(de)“小(xiao)規模納稅(shui)(shui)(shui)人(ren)”“小(xiao)型微利(li)企(qi)業”“個(ge)體工(gong)商(shang)戶(hu)”等進行自動判別,確(que)保便利(li)享受政策。2022年對(dui)符(fu)合房(fang)產稅(shui)(shui)(shui)、城(cheng)鎮(zhen)土地(di)使用稅(shui)(shui)(shui)困難(nan)(nan)減免(mian)(mian)稅(shui)(shui)(shui)情(qing)形,納稅(shui)(shui)(shui)確(que)有困難(nan)(nan)的(de)(de)納稅(shui)(shui)(shui)人(ren)按規定給予合理困難(nan)(nan)減免(mian)(mian)。(省(sheng)稅(shui)(shui)(shui)務(wu)(wu)局(ju),省(sheng)財政廳(ting),深(shen)圳市(shi)稅(shui)(shui)(shui)務(wu)(wu)局(ju),各地(di)級(ji)以上市(shi)人(ren)民政府(fu))

(四)降低(di)(di)企業(ye)社(she)保(bao)負擔,2022年延續(xu)實施階段性(xing)降低(di)(di)失(shi)業(ye)保(bao)險、工(gong)傷保(bao)險費(fei)(fei)(fei)率(lv)(lv)政(zheng)(zheng)策(ce)。全省(sheng)(sheng)失(shi)業(ye)保(bao)險基準費(fei)(fei)(fei)率(lv)(lv)延續(xu)按(an)1%實施,繼(ji)續(xu)同步實施浮動費(fei)(fei)(fei)率(lv)(lv)政(zheng)(zheng)策(ce);工(gong)傷保(bao)險在執行行業(ye)基準費(fei)(fei)(fei)率(lv)(lv)和浮動費(fei)(fei)(fei)率(lv)(lv)政(zheng)(zheng)策(ce)的基礎上,全省(sheng)(sheng)參保(bao)單(dan)位(wei)統一(yi)階段性(xing)下(xia)調繳費(fei)(fei)(fei)費(fei)(fei)(fei)率(lv)(lv)20%。對不裁員、少裁員的企業(ye)繼(ji)續(xu)實施普惠性(xing)失(shi)業(ye)保(bao)險穩崗返還(huan)政(zheng)(zheng)策(ce),在2022年度將(jiang)中小微(wei)企業(ye)返還(huan)比(bi)例(li)從60%最高提至(zhi)90%。(省(sheng)(sheng)人(ren)力(li)資(zi)源社(she)會保(bao)障廳,省(sheng)(sheng)稅務(wu)局(ju)、深圳市(shi)稅務(wu)局(ju),各地級以上市(shi)人(ren)民政(zheng)(zheng)府)

(五)2022年被列為疫情中高風險地區所在的(de)縣級行(xing)政區域內(nei)的(de)制造業(ye)(ye)小(xiao)微企業(ye)(ye)和個(ge)體工商戶承租(zu)國有房(fang)(fang)屋,2022年減(jian)(jian)免(mian)6個(ge)月租(zu)金,其他地區減(jian)(jian)免(mian)3個(ge)月租(zu)金。對減(jian)(jian)免(mian)租(zu)金的(de)房(fang)(fang)屋業(ye)(ye)主,按減(jian)(jian)免(mian)租(zu)金月數給予房(fang)(fang)產稅(shui)(shui)、城鎮土地使用稅(shui)(shui)困難減(jian)(jian)免(mian)。因減(jian)(jian)免(mian)租(zu)金影響國有企事業(ye)(ye)單位業(ye)(ye)績的(de),在考核中根據實際情況予以(yi)認可。(省住房(fang)(fang)城鄉(xiang)建設廳、省財(cai)政廳、省國資(zi)委、省機(ji)關(guan)事務(wu)管理局、省文資(zi)辦、省稅(shui)(shui)務(wu)局、深圳市稅(shui)(shui)務(wu)局、各地級以(yi)上市人民政府(fu)按職責分(fen)工負責)

(六(liu))完善整治(zhi)工業領域涉(she)企亂(luan)(luan)收費協同(tong)治(zhi)理和聯合(he)懲戒(jie)機制,開展涉(she)企亂(luan)(luan)收費專(zhuan)項整治(zhi)行(xing)(xing)動(dong),制止亂(luan)(luan)收費、亂(luan)(luan)攤派、亂(luan)(luan)罰款行(xing)(xing)為。加(jia)強對海運市(shi)場相關主體(ti)收費行(xing)(xing)為的監(jian)(jian)管,依法(fa)查處違(wei)法(fa)違(wei)規(gui)收費行(xing)(xing)為。(省(sheng)(sheng)發展改革委、省(sheng)(sheng)財政廳(ting)(ting)、省(sheng)(sheng)交(jiao)通運輸廳(ting)(ting)、省(sheng)(sheng)市(shi)場監(jian)(jian)管局、各地級以上(shang)市(shi)人民(min)政府(fu)按職(zhi)責分工負責)

二丶(zhu)實施融資促進行動

(七)加(jia)(jia)強信(xin)貸政(zheng)策(ce)評估督導(dao),引(yin)導(dao)金(jin)融機構(gou)持(chi)續優(you)化(hua)信(xin)貸結(jie)構(gou)、提升金(jin)融服(fu)務水平,加(jia)(jia)大對實(shi)體經濟(ji)特別是制(zhi)造(zao)業(ye)的支(zhi)持(chi)力度。支(zhi)持(chi)開(kai)展“補貸保”聯動(dong)(dong)試點。加(jia)(jia)強對銀(yin)(yin)行(xing)(xing)(xing)支(zhi)持(chi)制(zhi)造(zao)業(ye)發展的引(yin)導(dao)激勵,研究將商業(ye)銀(yin)(yin)行(xing)(xing)(xing)開(kai)展小(xiao)微企業(ye)信(xin)用貸款等相關(guan)指標作為(wei)財政(zheng)資金(jin)存放的參考依據,推(tui)動(dong)(dong)大型國有銀(yin)(yin)行(xing)(xing)(xing)優(you)化(hua)經濟(ji)資本分(fen)配,向制(zhi)造(zao)業(ye)企業(ye)傾斜(xie),推(tui)動(dong)(dong)制(zhi)造(zao)業(ye)中(zhong)長期貸款保持(chi)較快增長。(省(sheng)地(di)方金(jin)融監管局、省(sheng)工業(ye)和信(xin)息(xi)化(hua)廳(ting)、省(sheng)財政(zheng)廳(ting),人(ren)民銀(yin)(yin)行(xing)(xing)(xing)廣州分(fen)行(xing)(xing)(xing)、廣東銀(yin)(yin)保監局、人(ren)民銀(yin)(yin)行(xing)(xing)(xing)深圳市中(zhong)心支(zhi)行(xing)(xing)(xing)、深圳銀(yin)(yin)保監局,各地(di)級(ji)以上市人(ren)民政(zheng)府(fu))

(八)2022年人(ren)民(min)(min)銀(yin)行(xing)對符(fu)合(he)條(tiao)(tiao)件(jian)(jian)的(de)(de)地(di)(di)方法(fa)人(ren)銀(yin)行(xing),按普(pu)惠(hui)小微(wei)貸(dai)款(kuan)余額增量(liang)的(de)(de)1%提供激勵(li)資(zi)金(jin)(jin);符(fu)合(he)條(tiao)(tiao)件(jian)(jian)的(de)(de)地(di)(di)方法(fa)人(ren)銀(yin)行(xing)發放普(pu)惠(hui)小微(wei)信用貸(dai)款(kuan),可向人(ren)民(min)(min)銀(yin)行(xing)申請(qing)再貸(dai)款(kuan)優惠(hui)資(zi)金(jin)(jin)支持。鼓勵(li)金(jin)(jin)融(rong)機構(gou)對符(fu)合(he)續貸(dai)條(tiao)(tiao)件(jian)(jian)的(de)(de)工業企業按正常續貸(dai)業務(wu)辦理(li),不(bu)得盲目惜貸(dai)、抽貸(dai)、斷貸(dai)、壓貸(dai),保持資(zi)金(jin)(jin)合(he)理(li)流動性(xing)。(省地(di)(di)方金(jin)(jin)融(rong)監(jian)管局,人(ren)民(min)(min)銀(yin)行(xing)廣(guang)州分(fen)行(xing)、廣(guang)東銀(yin)保監(jian)局、人(ren)民(min)(min)銀(yin)行(xing)深圳市中心支行(xing)、深圳銀(yin)保監(jian)局,各地(di)(di)級以上市人(ren)民(min)(min)政府)

(九)落實煤(mei)電(dian)(dian)等(deng)行(xing)業(ye)綠色(se)低(di)碳(tan)轉型金(jin)融(rong)(rong)(rong)(rong)政策(ce),用(yong)(yong)好碳(tan)減(jian)排支持(chi)工具和(he)(he)支持(chi)煤(mei)炭(tan)(tan)清潔高(gao)效(xiao)(xiao)利用(yong)(yong)專項再貸款,推動(dong)金(jin)融(rong)(rong)(rong)(rong)機構(gou)加大信貸投(tou)放進度(du),支持(chi)碳(tan)減(jian)排和(he)(he)煤(mei)炭(tan)(tan)清潔高(gao)效(xiao)(xiao)利用(yong)(yong)重大項目建(jian)(jian)設。支持(chi)具備跨境金(jin)融(rong)(rong)(rong)(rong)服(fu)(fu)務能力的金(jin)融(rong)(rong)(rong)(rong)機構(gou)在依法合規、風險(xian)(xian)(xian)可控前提下,加大對傳統外貿(mao)企(qi)業(ye)、跨境電(dian)(dian)商(shang)(shang)和(he)(he)物流企(qi)業(ye)等(deng)建(jian)(jian)設和(he)(he)使用(yong)(yong)海(hai)(hai)外倉(cang)的金(jin)融(rong)(rong)(rong)(rong)支持(chi)。繼續發揮“政銀(yin)保(bao)(bao)”合作(zuo)平臺作(zuo)用(yong)(yong),推廣“貿(mao)融(rong)(rong)(rong)(rong)易(yi)”服(fu)(fu)務模式,優化保(bao)(bao)險(xian)(xian)(xian)產品及服(fu)(fu)務,運用(yong)(yong)海(hai)(hai)外投(tou)資保(bao)(bao)險(xian)(xian)(xian)等(deng)政策(ce)性保(bao)(bao)險(xian)(xian)(xian)工具,為海(hai)(hai)外倉(cang)建(jian)(jian)設提供(gong)風險(xian)(xian)(xian)保(bao)(bao)障。(省地(di)方金(jin)融(rong)(rong)(rong)(rong)監(jian)管局、省商(shang)(shang)務廳(ting),人民(min)銀(yin)行(xing)廣州(zhou)分行(xing)、廣東銀(yin)保(bao)(bao)監(jian)局、人民(min)銀(yin)行(xing)深(shen)(shen)圳(zhen)市中心支行(xing)、深(shen)(shen)圳(zhen)銀(yin)保(bao)(bao)監(jian)局,各地(di)級以上(shang)市人民(min)政府)

(十)2022年繼(ji)續(xu)(xu)引導(dao)金融系統向實體(ti)經濟讓(rang)利,落實好貸(dai)款(kuan)市(shi)場(chang)報價利率(LPR)下(xia)行、支小再貸(dai)款(kuan)利率下(xia)調,推(tui)動實際貸(dai)款(kuan)利率在前期大幅降(jiang)(jiang)低(di)基(ji)礎上(shang)繼(ji)續(xu)(xu)下(xia)行,督促(cu)指(zhi)導(dao)降(jiang)(jiang)低(di)銀(yin)行賬戶服(fu)務(wu)收費(fei)、人(ren)民(min)幣(bi)轉賬匯(hui)款(kuan)手續(xu)(xu)費(fei)、銀(yin)行卡刷卡手續(xu)(xu)費(fei),推(tui)動小微企業和個體(ti)工商戶綜(zong)合融資(zi)成本(ben)穩中(zhong)有降(jiang)(jiang)。(省(sheng)地方金融監(jian)管局,人(ren)民(min)銀(yin)行廣州(zhou)分行、廣東銀(yin)保監(jian)局、人(ren)民(min)銀(yin)行深圳(zhen)市(shi)中(zhong)心支行、深圳(zhen)銀(yin)保監(jian)局,各(ge)地級以上(shang)市(shi)人(ren)民(min)政府)

三丶實施保供穩價行動

(十一)建(jian)立健全煤(mei)電(dian)油氣運(yun)保障協調機(ji)制,加強資(zi)源統籌(chou)調度,制定能(neng)源保供應(ying)急預案,做(zuo)實做(zuo)細(xi)工業企業能(neng)源電(dian)力保供工作。嚴厲打擊散布(bu)虛假信(xin)息(xi)、哄抬價(jia)格等(deng)各類違法行為和資(zi)本無序炒作。(省(sheng)能(neng)源局、省(sheng)工業和信(xin)息(xi)化廳、省(sheng)交通(tong)運(yun)輸廳、省(sheng)市(shi)場監管局,各地級(ji)以上市(shi)人民政府(fu))

(十三)拓展(zhan)工業(ye)(ye)(ye)企(qi)(qi)業(ye)(ye)(ye)多元化資(zi)(zi)(zi)源供給渠道(dao),支(zhi)持企(qi)(qi)業(ye)(ye)(ye)投資(zi)(zi)(zi)開(kai)(kai)發(fa)(fa)鐵礦(kuang)(kuang)、銅礦(kuang)(kuang)等國內具備資(zi)(zi)(zi)源條件、符合生態(tai)環境保(bao)(bao)護要求(qiu)的(de)礦(kuang)(kuang)產開(kai)(kai)發(fa)(fa)項目,加快建設(she)符合產業(ye)(ye)(ye)政(zheng)策的(de)廢(fei)鋼、廢(fei)有色(se)金屬、廢(fei)紙等再生資(zi)(zi)(zi)源回收利用(yong)項目,提高“城市礦(kuang)(kuang)山”對(dui)資(zi)(zi)(zi)源的(de)保(bao)(bao)障能力,鼓勵企(qi)(qi)業(ye)(ye)(ye)規范開(kai)(kai)展(zhan)境外(wai)資(zi)(zi)(zi)源勘(kan)探開(kai)(kai)發(fa)(fa),構(gou)建穩定開(kai)(kai)放的(de)資(zi)(zi)(zi)源保(bao)(bao)障體(ti)系。支(zhi)持建立上下游(you)協同創新發(fa)(fa)展(zhan)機制,用(yong)更優質的(de)產品供給滿(man)足下游(you)消(xiao)費需求(qiu),提升(sheng)關(guan)鍵材料保(bao)(bao)障能力。加強重點(dian)工業(ye)(ye)(ye)企(qi)(qi)業(ye)(ye)(ye)供需對(dui)接(jie),支(zhi)持重點(dian)企(qi)(qi)業(ye)(ye)(ye)簽訂(ding)長期協議。(省自然資(zi)(zi)(zi)源廳(ting)(ting)、省發(fa)(fa)展(zhan)改革委、省工業(ye)(ye)(ye)和信(xin)息化廳(ting)(ting)、省生態(tai)環境廳(ting)(ting)、省商(shang)務(wu)廳(ting)(ting)、省國資(zi)(zi)(zi)委,各地級(ji)以(yi)上市人民政(zheng)府(fu))

(十四(si))堅(jian)持綠色發展,整(zheng)合(he)差(cha)別電(dian)(dian)價(jia)(jia)、階(jie)(jie)梯(ti)(ti)電(dian)(dian)價(jia)(jia)、懲罰性電(dian)(dian)價(jia)(jia)等(deng)差(cha)別化(hua)電(dian)(dian)價(jia)(jia)政(zheng)策,建立統一的高耗能(neng)行(xing)業(ye)階(jie)(jie)梯(ti)(ti)電(dian)(dian)價(jia)(jia)制(zhi)度(du),對(dui)能(neng)效達(da)到基準(zhun)水(shui)平的存(cun)量企業(ye)和能(neng)效達(da)到標桿水(shui)平的在(zai)建、擬建企業(ye)用電(dian)(dian)不加價(jia)(jia),未(wei)達(da)到的根據能(neng)效水(shui)平差(cha)距實行(xing)階(jie)(jie)梯(ti)(ti)電(dian)(dian)價(jia)(jia),加價(jia)(jia)電(dian)(dian)費專項用于支持企業(ye)節能(neng)減污降碳技(ji)術改(gai)造。(省(sheng)發展改(gai)革委、省(sheng)工(gong)業(ye)和信息化(hua)廳、省(sheng)能(neng)源局,各地級以上市人(ren)民(min)政(zheng)府)

九(jiu)丶組織實施(shi)

加(jia)強(qiang)統籌協調。充分發(fa)揮制造強(qiang)省建(jian)設領導(dao)小組(zu)統籌協調作用,指導(dao)推進全省工(gong)業(ye)穩(wen)增(zeng)(zeng)(zeng)長(chang)(chang)工(gong)作。省各有關單位要(yao)(yao)各司其職、加(jia)強(qiang)配合,加(jia)大對(dui)各地(di)工(gong)業(ye)穩(wen)增(zeng)(zeng)(zeng)長(chang)(chang)的指導(dao)和(he)支持。各市(shi)要(yao)(yao)建(jian)立由市(shi)政府(fu)主要(yao)(yao)領導(dao)牽(qian)頭的工(gong)業(ye)穩(wen)增(zeng)(zeng)(zeng)長(chang)(chang)協調機制,加(jia)強(qiang)對(dui)工(gong)業(ye)經濟運(yun)行(xing)(xing)態勢的跟蹤監測,強(qiang)化預研(yan)預判,做好政策(ce)儲備,科學精準做好疫情(qing)防(fang)控工(gong)作,全力(li)以赴保障重(zhong)(zhong)點行(xing)(xing)業(ye)、重(zhong)(zhong)點園區、重(zhong)(zhong)點企業(ye)和(he)重(zhong)(zhong)點項目穩(wen)定運(yun)行(xing)(xing)。

強化責任(ren)落(luo)(luo)實(shi)。各(ge)(ge)地、各(ge)(ge)部門要(yao)強化責任(ren)擔當、主動(dong)作(zuo)為,著力(li)抓好各(ge)(ge)項任(ren)務落(luo)(luo)實(shi),確保(bao)政策到位、措(cuo)施到位、成效到位。將(jiang)工業(ye)穩增長工作(zuo)列入重(zhong)點(dian)督(du)辦范圍(wei),實(shi)施月度監(jian)測、季(ji)度通(tong)報,對工作(zuo)不落(luo)(luo)實(shi)或者落(luo)(luo)實(shi)不到位的地區(qu)和部門進行約談。

加大宣(xuan)貫服務。各地、各部(bu)門要(yao)把握好(hao)(hao)政(zheng)策時(shi)效(xiao)性,加大政(zheng)策和(he)工(gong)業(ye)經(jing)濟運行亮點的宣(xuan)傳力度,跟蹤(zong)評估政(zheng)策落(luo)實(shi)(shi)情況,總結(jie)梳理好(hao)(hao)經(jing)驗好(hao)(hao)做法(fa),及時(shi)幫助企業(ye)解決問題和(he)困難(nan),疏通政(zheng)策落(luo)實(shi)(shi)過(guo)程中的難(nan)點、堵點問題,確保政(zheng)策有(you)效(xiao)傳導至市場主體,不斷增強企業(ye)長遠發(fa)展信心。
