                                        廣東省促進工業經(jing)濟平穩(wen)增長(chang)行動方案

為(wei)深入(ru)貫徹(che)習近平總(zong)書記(ji)關(guan)于振作工(gong)業經(jing)(jing)濟(ji)的重要指示精神,落實國家發展(zhan)改(gai)革委(wei)等部委(wei)《關(guan)于印(yin)發促進(jin)工(gong)業經(jing)(jing)濟(ji)平穩(wen)增(zeng)長(chang)的若干政策(ce)的通知》(發改(gai)產業〔2022〕273號),強化(hua)政策(ce)扶(fu)持,優化(hua)發展(zhan)環境,激(ji)發市場主體(ti)活(huo)力,進(jin)一(yi)步(bu)鞏固工(gong)業經(jing)(jing)濟(ji)增(zeng)長(chang)勢(shi)頭(tou),確保工(gong)業經(jing)(jing)濟(ji)運行(xing)在合(he)理區(qu)間,制定本行(xing)動(dong)方案(an)。


一丶實施減稅降費行動

(一(yi))加大中(zhong)小(xiao)微(wei)企(qi)業設(she)備器(qi)(qi)(qi)具稅前(qian)扣除力度(du),中(zhong)小(xiao)微(wei)企(qi)業2022年(nian)(nian)度(du)內(nei)新購置的(de)單位價值500萬元以(yi)上的(de)設(she)備器(qi)(qi)(qi)具,折(zhe)舊年(nian)(nian)限為(wei)3年(nian)(nian)的(de)可(ke)(ke)選擇一(yi)次性稅前(qian)扣除,折(zhe)舊年(nian)(nian)限為(wei)4年(nian)(nian)、5年(nian)(nian)、10年(nian)(nian)的(de)可(ke)(ke)減(jian)半(ban)扣除;企(qi)業可(ke)(ke)按季度(du)享受優惠,當年(nian)(nian)不足扣除形成的(de)虧損,可(ke)(ke)按規定在以(yi)后5個納稅年(nian)(nian)度(du)結轉扣除。以(yi)購進(jin)500萬元以(yi)上的(de)設(she)備器(qi)(qi)(qi)具相(xiang)關信息為(wei)依(yi)據(ju),對納稅人開展精準推送服(fu)務(wu)(wu)。(省(sheng)稅務(wu)(wu)局(ju)、深圳市(shi)稅務(wu)(wu)局(ju),各(ge)地(di)級以(yi)上市(shi)人民政府,第(di)一(yi)個為(wei)牽頭單位,下(xia)同)

(二)做(zuo)好制造(zao)(zao)業(ye)(ye)中小微企業(ye)(ye)稅(shui)(shui)費緩(huan)繳政策(ce)延(yan)期的落實(shi)督導,將(jiang)2021年(nian)四季度實(shi)施(shi)的制造(zao)(zao)業(ye)(ye)中小微企業(ye)(ye)延(yan)緩(huan)繳納部(bu)分(fen)稅(shui)(shui)費政策(ce),延(yan)續實(shi)施(shi)6個月;支持我省汽(qi)車(che)生(sheng)產(chan)企業(ye)(ye)爭取國家新能源(yuan)汽(qi)車(che)購置補貼,繼續實(shi)施(shi)充(chong)電設(she)施(shi)獎補、車(che)船稅(shui)(shui)減免優惠政策(ce)。(省稅(shui)(shui)務局(ju)(ju)(ju),省發展改革委、省財政廳、省能源(yuan)局(ju)(ju)(ju),深圳市稅(shui)(shui)務局(ju)(ju)(ju),各地級(ji)以上市人民政府)

(三(san))2022年擴大(da)“六稅(shui)(shui)(shui)(shui)(shui)兩費(fei)”適用范(fan)圍,按照(zhao)50%稅(shui)(shui)(shui)(shui)(shui)額幅度減征資源稅(shui)(shui)(shui)(shui)(shui)、城(cheng)市(shi)維護建設稅(shui)(shui)(shui)(shui)(shui)、房產稅(shui)(shui)(shui)(shui)(shui)、城(cheng)鎮(zhen)土(tu)地(di)使用稅(shui)(shui)(shui)(shui)(shui)、印(yin)花稅(shui)(shui)(shui)(shui)(shui)(不含證(zheng)券交(jiao)易印(yin)花稅(shui)(shui)(shui)(shui)(shui))、耕(geng)地(di)占用稅(shui)(shui)(shui)(shui)(shui)和教育費(fei)附加(jia)、地(di)方教育附加(jia)等“六稅(shui)(shui)(shui)(shui)(shui)兩費(fei)”的適用主體,由增值稅(shui)(shui)(shui)(shui)(shui)小規模納(na)(na)稅(shui)(shui)(shui)(shui)(shui)人(ren)擴展至小型微(wei)利企業和個體工商戶,通過納(na)(na)稅(shui)(shui)(shui)(shui)(shui)人(ren)申報數據,對(dui)符(fu)合條件的“小規模納(na)(na)稅(shui)(shui)(shui)(shui)(shui)人(ren)”“小型微(wei)利企業”“個體工商戶”等進行自動判別,確保便利享受(shou)政(zheng)策。2022年對(dui)符(fu)合房產稅(shui)(shui)(shui)(shui)(shui)、城(cheng)鎮(zhen)土(tu)地(di)使用稅(shui)(shui)(shui)(shui)(shui)困難減免稅(shui)(shui)(shui)(shui)(shui)情形,納(na)(na)稅(shui)(shui)(shui)(shui)(shui)確有困難的納(na)(na)稅(shui)(shui)(shui)(shui)(shui)人(ren)按規定給予合理(li)困難減免。(省稅(shui)(shui)(shui)(shui)(shui)務局(ju)(ju),省財政(zheng)廳(ting),深圳市(shi)稅(shui)(shui)(shui)(shui)(shui)務局(ju)(ju),各地(di)級(ji)以(yi)上(shang)市(shi)人(ren)民政(zheng)府)

(四(si))降低企業(ye)社保(bao)負擔,2022年延續實(shi)施階(jie)段性(xing)(xing)降低失(shi)業(ye)保(bao)險(xian)、工傷保(bao)險(xian)費(fei)率政(zheng)策(ce)。全省失(shi)業(ye)保(bao)險(xian)基準費(fei)率延續按1%實(shi)施,繼續同步實(shi)施浮(fu)(fu)動費(fei)率政(zheng)策(ce);工傷保(bao)險(xian)在執行行業(ye)基準費(fei)率和浮(fu)(fu)動費(fei)率政(zheng)策(ce)的基礎上,全省參(can)保(bao)單位統一(yi)階(jie)段性(xing)(xing)下調繳(jiao)費(fei)費(fei)率20%。對不裁(cai)(cai)員、少裁(cai)(cai)員的企業(ye)繼續實(shi)施普惠性(xing)(xing)失(shi)業(ye)保(bao)險(xian)穩(wen)崗返還政(zheng)策(ce),在2022年度將(jiang)中(zhong)小微企業(ye)返還比例從60%最高提至90%。(省人(ren)力資源社會保(bao)障廳,省稅務(wu)局、深圳市(shi)稅務(wu)局,各地(di)級以上市(shi)人(ren)民政(zheng)府)

(五(wu))2022年被列(lie)為疫情中高風險(xian)地區(qu)所(suo)在的(de)(de)縣級(ji)行(xing)政區(qu)域內的(de)(de)制造業(ye)小微企(qi)業(ye)和個體工商戶承租(zu)(zu)國(guo)有房(fang)屋,2022年減免(mian)(mian)6個月租(zu)(zu)金(jin),其他地區(qu)減免(mian)(mian)3個月租(zu)(zu)金(jin)。對減免(mian)(mian)租(zu)(zu)金(jin)的(de)(de)房(fang)屋業(ye)主,按減免(mian)(mian)租(zu)(zu)金(jin)月數給予房(fang)產稅、城(cheng)(cheng)鎮土地使(shi)用稅困難(nan)減免(mian)(mian)。因減免(mian)(mian)租(zu)(zu)金(jin)影響國(guo)有企(qi)事(shi)業(ye)單(dan)位(wei)業(ye)績的(de)(de),在考核中根據實際情況予以認可。(省住房(fang)城(cheng)(cheng)鄉建(jian)設廳(ting)、省財(cai)政廳(ting)、省國(guo)資委、省機關事(shi)務管理局、省文(wen)資辦、省稅務局、深圳市稅務局、各地級(ji)以上市人民政府按職(zhi)責分(fen)工負責)

(六(liu))完善整(zheng)治工業(ye)領域涉(she)(she)企亂(luan)(luan)收(shou)費(fei)(fei)協(xie)同治理和聯合(he)懲戒(jie)機制(zhi),開展涉(she)(she)企亂(luan)(luan)收(shou)費(fei)(fei)專項整(zheng)治行(xing)動,制(zhi)止(zhi)亂(luan)(luan)收(shou)費(fei)(fei)、亂(luan)(luan)攤派、亂(luan)(luan)罰(fa)款行(xing)為(wei)(wei)。加強對海運市(shi)(shi)場相關(guan)主體收(shou)費(fei)(fei)行(xing)為(wei)(wei)的監管,依法查處違(wei)法違(wei)規收(shou)費(fei)(fei)行(xing)為(wei)(wei)。(省發展改革委(wei)、省財政廳、省交通運輸廳、省市(shi)(shi)場監管局、各地級(ji)以上市(shi)(shi)人民政府(fu)按職(zhi)責(ze)分工負責(ze))

二丶實施融(rong)資促(cu)進(jin)行(xing)動

(七)加強信(xin)貸(dai)政(zheng)策評估(gu)督(du)導,引導金(jin)融(rong)機構持(chi)續優化信(xin)貸(dai)結構、提升(sheng)金(jin)融(rong)服務水平,加大(da)對實體經濟特別(bie)是制(zhi)造業(ye)的(de)支持(chi)力度。支持(chi)開(kai)展“補貸(dai)保(bao)(bao)(bao)”聯(lian)動試點。加強對銀(yin)行(xing)支持(chi)制(zhi)造業(ye)發展的(de)引導激勵,研究將商(shang)業(ye)銀(yin)行(xing)開(kai)展小微企(qi)業(ye)信(xin)用(yong)貸(dai)款等相(xiang)關指標作為財(cai)政(zheng)資金(jin)存放的(de)參(can)考(kao)依據,推(tui)動大(da)型(xing)國有銀(yin)行(xing)優化經濟資本(ben)分配(pei),向制(zhi)造業(ye)企(qi)業(ye)傾斜(xie),推(tui)動制(zhi)造業(ye)中長(chang)期貸(dai)款保(bao)(bao)(bao)持(chi)較快(kuai)增長(chang)。(省(sheng)地(di)方金(jin)融(rong)監(jian)管局(ju)(ju)、省(sheng)工(gong)業(ye)和信(xin)息(xi)化廳(ting)、省(sheng)財(cai)政(zheng)廳(ting),人民(min)銀(yin)行(xing)廣州(zhou)分行(xing)、廣東銀(yin)保(bao)(bao)(bao)監(jian)局(ju)(ju)、人民(min)銀(yin)行(xing)深(shen)圳(zhen)市中心支行(xing)、深(shen)圳(zhen)銀(yin)保(bao)(bao)(bao)監(jian)局(ju)(ju),各地(di)級以上市人民(min)政(zheng)府(fu))

(八(ba))2022年(nian)人(ren)民銀(yin)(yin)行對符(fu)合條件(jian)(jian)的(de)地(di)(di)方法人(ren)銀(yin)(yin)行,按普(pu)惠小微貸(dai)(dai)款余額增量的(de)1%提供激勵(li)資(zi)金(jin);符(fu)合條件(jian)(jian)的(de)地(di)(di)方法人(ren)銀(yin)(yin)行發放普(pu)惠小微信(xin)用貸(dai)(dai)款,可(ke)向人(ren)民銀(yin)(yin)行申(shen)請再貸(dai)(dai)款優惠資(zi)金(jin)支持。鼓勵(li)金(jin)融機構對符(fu)合續(xu)(xu)貸(dai)(dai)條件(jian)(jian)的(de)工(gong)業(ye)企業(ye)按正常續(xu)(xu)貸(dai)(dai)業(ye)務辦理(li),不得盲目惜(xi)貸(dai)(dai)、抽貸(dai)(dai)、斷(duan)貸(dai)(dai)、壓貸(dai)(dai),保(bao)持資(zi)金(jin)合理(li)流動(dong)性。(省地(di)(di)方金(jin)融監(jian)管局,人(ren)民銀(yin)(yin)行廣州分行、廣東銀(yin)(yin)保(bao)監(jian)局、人(ren)民銀(yin)(yin)行深(shen)圳市(shi)中心支行、深(shen)圳銀(yin)(yin)保(bao)監(jian)局,各地(di)(di)級(ji)以上市(shi)人(ren)民政府)

(九(jiu))落(luo)實(shi)煤電等(deng)行業(ye)綠(lv)色低碳(tan)轉(zhuan)型金(jin)融(rong)(rong)政(zheng)策,用(yong)好碳(tan)減排支(zhi)持(chi)(chi)工(gong)具(ju)和(he)支(zhi)持(chi)(chi)煤炭清(qing)潔(jie)高效(xiao)利用(yong)專項再貸款,推動(dong)金(jin)融(rong)(rong)機構(gou)加(jia)(jia)大信(xin)貸投(tou)放進度,支(zhi)持(chi)(chi)碳(tan)減排和(he)煤炭清(qing)潔(jie)高效(xiao)利用(yong)重大項目建設(she)(she)。支(zhi)持(chi)(chi)具(ju)備(bei)跨境金(jin)融(rong)(rong)服務(wu)(wu)能力的(de)金(jin)融(rong)(rong)機構(gou)在(zai)依法合規、風險(xian)可(ke)控前(qian)提下,加(jia)(jia)大對傳統外(wai)(wai)貿企(qi)業(ye)、跨境電商和(he)物流企(qi)業(ye)等(deng)建設(she)(she)和(he)使用(yong)海外(wai)(wai)倉(cang)的(de)金(jin)融(rong)(rong)支(zhi)持(chi)(chi)。繼續(xu)發揮“政(zheng)銀(yin)(yin)保(bao)(bao)”合作平臺(tai)作用(yong),推廣“貿融(rong)(rong)易(yi)”服務(wu)(wu)模式,優化保(bao)(bao)險(xian)產品(pin)及服務(wu)(wu),運用(yong)海外(wai)(wai)投(tou)資保(bao)(bao)險(xian)等(deng)政(zheng)策性保(bao)(bao)險(xian)工(gong)具(ju),為海外(wai)(wai)倉(cang)建設(she)(she)提供風險(xian)保(bao)(bao)障。(省地方金(jin)融(rong)(rong)監(jian)管局(ju)、省商務(wu)(wu)廳,人民銀(yin)(yin)行廣州分行、廣東(dong)銀(yin)(yin)保(bao)(bao)監(jian)局(ju)、人民銀(yin)(yin)行深圳(zhen)市(shi)(shi)中心(xin)支(zhi)行、深圳(zhen)銀(yin)(yin)保(bao)(bao)監(jian)局(ju),各地級以上市(shi)(shi)人民政(zheng)府)

(十)2022年繼(ji)續引導金(jin)融系(xi)統向(xiang)實體(ti)(ti)經(jing)濟讓(rang)利(li)(li),落實好貸款市場報價(jia)利(li)(li)率(LPR)下(xia)(xia)行(xing)、支小再貸款利(li)(li)率下(xia)(xia)調,推動(dong)實際貸款利(li)(li)率在(zai)前期大幅降(jiang)低(di)基(ji)礎上(shang)繼(ji)續下(xia)(xia)行(xing),督促(cu)指導降(jiang)低(di)銀行(xing)賬(zhang)戶服務收費、人民(min)(min)(min)幣轉賬(zhang)匯款手(shou)續費、銀行(xing)卡刷卡手(shou)續費,推動(dong)小微企(qi)業和個體(ti)(ti)工商戶綜(zong)合(he)融資成本穩中(zhong)有(you)降(jiang)。(省地方(fang)金(jin)融監管(guan)局,人民(min)(min)(min)銀行(xing)廣(guang)州分行(xing)、廣(guang)東銀保監局、人民(min)(min)(min)銀行(xing)深圳(zhen)市中(zhong)心支行(xing)、深圳(zhen)銀保監局,各地級以(yi)上(shang)市人民(min)(min)(min)政府)

三丶實施保供穩價行動

(十一)建立健全煤電油(you)氣運保(bao)障協調機(ji)制,加強資(zi)源統籌調度,制定能源保(bao)供應急預(yu)案,做(zuo)實做(zuo)細工(gong)業企業能源電力保(bao)供工(gong)作。嚴(yan)厲打擊散(san)布虛假(jia)信(xin)息、哄(hong)抬價格等各(ge)類違法行為和資(zi)本無序炒作。(省(sheng)能源局、省(sheng)工(gong)業和信(xin)息化(hua)廳、省(sheng)交通(tong)運輸廳、省(sheng)市場監管局,各(ge)地級以(yi)上市人民(min)政府)

(十三)拓(tuo)展(zhan)工(gong)業(ye)企業(ye)多元化資(zi)(zi)源供給渠道,支持(chi)企業(ye)投(tou)資(zi)(zi)開(kai)發(fa)鐵礦、銅(tong)礦等國(guo)內(nei)具備資(zi)(zi)源條件、符合生態(tai)環(huan)境(jing)保(bao)(bao)護要求(qiu)的(de)礦產(chan)開(kai)發(fa)項目(mu),加快建設(she)符合產(chan)業(ye)政策的(de)廢鋼、廢有色金(jin)屬、廢紙等再生資(zi)(zi)源回(hui)收利用項目(mu),提高“城市礦山(shan)”對(dui)資(zi)(zi)源的(de)保(bao)(bao)障能力,鼓勵企業(ye)規范開(kai)展(zhan)境(jing)外資(zi)(zi)源勘探開(kai)發(fa),構建穩定開(kai)放(fang)的(de)資(zi)(zi)源保(bao)(bao)障體系(xi)。支持(chi)建立上下(xia)游協同(tong)創新(xin)發(fa)展(zhan)機制,用更優質的(de)產(chan)品供給滿足下(xia)游消費需求(qiu),提升關鍵材料保(bao)(bao)障能力。加強重點工(gong)業(ye)企業(ye)供需對(dui)接(jie),支持(chi)重點企業(ye)簽訂長期協議(yi)。(省(sheng)自然資(zi)(zi)源廳(ting)(ting)、省(sheng)發(fa)展(zhan)改革委(wei)、省(sheng)工(gong)業(ye)和信息化廳(ting)(ting)、省(sheng)生態(tai)環(huan)境(jing)廳(ting)(ting)、省(sheng)商務廳(ting)(ting)、省(sheng)國(guo)資(zi)(zi)委(wei),各地級以(yi)上市人民政府)

(十五)建(jian)立健全招(zhao)商(shang)(shang)(shang)引資“一把手”負責(ze)制,全面推(tui)進產(chan)(chan)(chan)業(ye)鏈招(zhao)商(shang)(shang)(shang)工程,搭建(jian)省市(shi)招(zhao)商(shang)(shang)(shang)引資網(wang)絡(luo),編制戰略性(xing)(xing)產(chan)(chan)(chan)業(ye)集群產(chan)(chan)(chan)業(ye)圖(tu)譜和(he)產(chan)(chan)(chan)業(ye)招(zhao)商(shang)(shang)(shang)地圖(tu),成立產(chan)(chan)(chan)業(ye)鏈招(zhao)商(shang)(shang)(shang)聯盟,建(jian)立產(chan)(chan)(chan)業(ye)招(zhao)商(shang)(shang)(shang)數據庫和(he)目標企業(ye)清單,統籌舉辦系列招(zhao)商(shang)(shang)(shang)活動,推(tui)進實(shi)施(shi)產(chan)(chan)(chan)業(ye)鏈“集群式”招(zhao)商(shang)(shang)(shang)。積極主動跟進在談重(zhong)點項目,推(tui)動盡(jin)快(kuai)簽約落地。建(jian)立健全省級政(zheng)策性(xing)(xing)基金盡(jin)職免責(ze)機制,引導(dao)基金圍(wei)繞(rao)產(chan)(chan)(chan)業(ye)鏈上下游聯動投資。指導(dao)推(tui)動大(da)型產(chan)(chan)(chan)業(ye)集聚區開發(fa)建(jian)設取得實(shi)質(zhi)性(xing)(xing)進展,培(pei)育和(he)評選一批省特色(se)產(chan)(chan)(chan)業(ye)園,為(wei)招(zhao)引大(da)項目、培(pei)育大(da)產(chan)(chan)(chan)業(ye)提(ti)供高(gao)水平的發(fa)展平臺。(省商(shang)(shang)(shang)務廳(ting)、省工業(ye)和(he)信息化廳(ting)、省財政(zheng)廳(ting),各(ge)地級以上市(shi)人民政(zheng)府)

九丶組(zu)織(zhi)實施

加(jia)(jia)強(qiang)統籌協調。充(chong)分發揮制造強(qiang)省建(jian)設領(ling)導(dao)小組統籌協調作用,指(zhi)導(dao)推進全省工業穩(wen)增長(chang)工作。省各有關單位要(yao)(yao)各司其(qi)職、加(jia)(jia)強(qiang)配(pei)合,加(jia)(jia)大對各地工業穩(wen)增長(chang)的指(zhi)導(dao)和(he)支持。各市要(yao)(yao)建(jian)立由市政府(fu)主要(yao)(yao)領(ling)導(dao)牽頭的工業穩(wen)增長(chang)協調機(ji)制,加(jia)(jia)強(qiang)對工業經濟運(yun)行態勢的跟蹤監測,強(qiang)化(hua)預(yu)研預(yu)判,做好(hao)政策儲備(bei),科學精(jing)準做好(hao)疫情防控工作,全力以赴保障重點(dian)行業、重點(dian)園區、重點(dian)企業和(he)重點(dian)項(xiang)目(mu)穩(wen)定運(yun)行。

強化(hua)責(ze)任落實。各(ge)(ge)地、各(ge)(ge)部(bu)門要強化(hua)責(ze)任擔當(dang)、主動(dong)作(zuo)(zuo)為(wei),著力抓好(hao)各(ge)(ge)項任務落實,確保政策到位、措施到位、成效到位。將工(gong)業穩增長工(gong)作(zuo)(zuo)列入(ru)重(zhong)點(dian)督辦范圍,實施月度監測、季度通報,對工(gong)作(zuo)(zuo)不落實或者落實不到位的(de)地區和部(bu)門進行約(yue)談。

加(jia)大(da)(da)宣貫服(fu)務。各(ge)地、各(ge)部門(men)要(yao)把握好政(zheng)策時效(xiao)性(xing),加(jia)大(da)(da)政(zheng)策和工業經(jing)濟(ji)運(yun)行(xing)亮點的宣傳力度,跟蹤(zong)評估政(zheng)策落(luo)(luo)實情況,總結梳理好經(jing)驗好做(zuo)法,及時幫助(zhu)企業解(jie)決問(wen)題和困難,疏通政(zheng)策落(luo)(luo)實過程(cheng)中的難點、堵(du)點問(wen)題,確保政(zheng)策有效(xiao)傳導至市場主體,不斷增強企業長遠發(fa)展信心。
